No UNO doesn't have crossplay: each platform family has its own players.
Ubisoft's UNO has no crossplay: PC, PlayStation, Xbox and Switch players each play only with their own platform. A PS5 or Xbox Series console runs the PS4 or Xbox One version and plays with those players.
The mobile UNO! app is a different game from Mattel163 and doesn't connect to these versions. The older 2007 UNO for Xbox 360 and PC used Games for Windows Live, which shut down in 2014.
On PC, crossplay covers Steam and Ubisoft Connect.

Does UNO have cross-progression?

Sign in with the same Ubisoft account and your progress carries over between consoles of the same family (PS4 and PS5, or Xbox One and Xbox Series X|S), along with some in-game content. It doesn't move between PlayStation, Xbox, Switch and PC.
