No Sid Meier's Civilization VI doesn't have crossplay: each platform family has its own players. PC, Mac and Linux players can play together.
Windows, Mac and Linux players can play multiplayer together, and Steam and Epic copies can join each other. Everyone needs the same game version and the same DLC turned on, or the game won't let you in.
The console versions (PlayStation, Xbox and Switch) have never had crossplay with each other or with PC; each only plays with its own platform.
On PC, crossplay covers Epic and Steam.
The iPhone & iPad and Android versions don't have crossplay with other platforms.
