Is WWE 2K25 cross-platform?
WWE 2K25 crossplay
Partly WWE 2K25 has crossplay, but players are split into 2 separate groups that can't meet: PlayStation 5 and Xbox Series X|S; PC, PlayStation 4 and Xbox One.
Crossplay is split by generation: PS5 and Xbox Series X|S players play together, and PS4, Xbox One and Steam players play together. The two groups can't meet; 2K tied the split to The Island, a mode only on PS5 and Xbox Series.
Community Creations are shared the same way.
On PC, the crossplay version is the Steam one.

Does WWE 2K25 have cross-progression?
Cross-progression: Partly
Progress and your VC wallet carry over within a console family only: PS4 to PS5, or Xbox One to Xbox Series X|S. DLC doesn't move between generations, and nothing carries over between PlayStation, Xbox and Steam.
